The Board of Health further delayed their vote on medical marijuana regulations, working out language kinks but lacking a full board.
At their Tuesday night meeting, the Board of Health again pushed off a final vote regulating medical marijuana dispensaries in Walpole, waiting for full board attendance. With three missing, clerk Carol Johnson called the wait a courtesy to the absent members.
The board resolved questions from their last meeting, changing some language in the regulations for clarity. The regulations mandate that dispensary license holders cannot have tobacco, liquor or other vending licenses in their name, but did not specify if it meant for just the dispensary location or for the whole town.
In the final copy, the Board will stipulate that the license ban is only for the dispensary location, and will not bar a licensed dispensary owner from holding a liquor license or otherwise elsewhere.
“We thought as a board it was not fair to preclude someone from applying for a Registered Marijuana Dispensary just because they had another business in town,” chairman William Morris said.
Other licenses a dispensary owner may hold, however, may not extend to the dispensary location.
“It’s a stand alone business, marijuana only,” board member Lisa Procaccini said about the clarification.
The purpose of the clarification was to allow a fair chance to all in town including business owners, Morris said, while still ensuring dispensaries will not serve alcohol, sell tobacco, lottery tickets or otherwise.
“We want people to leave and not have the chance to stay for other activities,” Morris said.
With hopes of having their full membership present, the board will likely take the regulations up for vote at their next meeting. Two associate members, Mona Bissany and Richard Beauregard, and one voting member, Richard Bringhurst, were missing from the meeting.
