Medical marijuana patients in Arkansas spent more than $211 million to purchase 44,979 pounds of cannabis products in the state’s 38 dispensaries through the first nine months of 2023. 

The sales are a slight uptick of about 3% from 2022, when patients spent $205 million through the first nine months, according to a report from the state Department of Finance and Administration on Thursday. 

Patients spent $23.3 million in August and $23.2 million in September to purchase 10,765 pounds of products over those two months, the report stated. 

The state has collected $23.5 million in tax revenue related to medical marijuana this year and has collected $113 million in taxes since the medical marijuana program began in 2019. 

Suite 443 in Hot Springs was the leading dispensary in the two-month period of August and September with 1,103 pounds sold, followed by Natural Relief Dispensary in Sherwood with 939 pounds, the report said. 

The state Department of Health reported a total of 96,056 active patient cards, up from 89,855 in January.

Switzerland will allow Europe’s first non-medical cannabis dispensaries to open and operate as part of a study to examine how controlled access to legal cannabis may affect health and consumption patterns of regular cannabis consumers.

An announcement was made Friday about “Grashaus Projects” by German CBD and cannabinoid research company Sanity Group which said that in tandem with the Swiss Institute for Addiction and Health Research, their initiative to dispense legal cannabis to a small area in Switzerland called Basel-Landschaft had been approved by the Swiss government. Basel-Landschaft is home to just under 4,000 Swiss citizens who are eligible to serve as participants in the study.

The study will be led by Prof. Dr. Michael Schaub, Scientific Director of the Swiss Institute for Addiction and Health Research. The cannabis for the study will be provided by a Swiss cultivation company called SwissExtract and will include a variety of different cannabis mediums like flower, hash, extracts and so on.

THREE OAKS — The question of when another licensed retail marijuana establishment could open in Three Oaks was asked during a recent village council meeting.

Community Board 7 does not have the power to prevent a cannabis dispensary from opening at any location. This was made clear from the start of a special meeting of its Business & Consumer Issues committee this week. The board can weigh in on matters like hours of operation, signage, and security, but the ultimate decision maker is the New York State Office of Cannabis Management (OCM).

Still, as with liquor licenses, applications for retail, adult-use (21+) — LEGAL — cannabis dispensary licenses are required to be reviewed and voted on by community boards, and that occurred at the meeting. A total of seven applications for two-year, retail dispensary licenses were heard.

A medical marijuana dispensary license allows a business to legally sell medical marijuana and medical marijuana products, including mature plants and seedlings. Licensed dispensaries can only sell to other licensed dispensaries or patient license holders, caregiver license holders, research license holders, and the parent or legal guardian named on a minor patient’s license.

Dispensary licenses are in the form of a license certificate. Licensed dispensaries must comply with Title 63 O.S. § 420 et seq. and the Oklahoma Administrative Code (OAC) 442:10. Licenses are valid for one year.

Licenses are available for Oklahoma residents who are at least 25 years old. Applicants must provide documents establishing the applicant; and the members, managers, and board members, if applicable; and 75% of the commercial applicant’s ownership interests are Oklahoma residents as required in the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S. § 427.1 et seq.

Owners and officers must pass a background check. Dispensaries must provide proof the nearest perimeter wall is not within 1,000 feet of the property line for any public or private school.
