California has a population of nearly 40 million, six years of cannabis licensing, but only has about 1,200 licensed dispensaries. These stores are mostly spread out in highly populated areas like Los Angeles, San Francisco, and so on. The problem is that many California cities still prohibit cannabis licensing, even in places where a majority of the locals approved the state’s recreational cannabis program in 2016. This is a massive problem and is one of the key reasons the illegal market thrives. Let’s look at why that is the case and what these cities can do to change it.

Why prohibition doesn’t work

When the government prohibits something, there is an existing market for that thing, and a fear on the part of the government (justifiable or otherwise) that failure to prohibit it would lead to some kind of societal harm. Because there is an existing market for the thing, there is necessarily some kind of demand for it. If the government bans the thing, some people will realize that the potential cost (prison, fines, stigma, etc.) outweighs the benefit, and demand will go down.

Kentucky Chooses Metrc for Cannabis Industry Track-and-Trace Contract

Kentucky is partnering with cannabis compliance and tracking company Metrc for the state’s upcoming medical cannabis program’s first track-and-trace contract. The program, like other medical cannabis programs in the U.S., requires operators to closely track each plant and the resulting products from seed to sale.

Metrc said in a press release that the company’s track-and-trace platform “will bring transparency to ensure regulatory compliance, help combat the illicit market, and safeguard the health and well-being of Kentucky’s patients.”

“As Kentucky works to establish its medical cannabis market, we are thrilled to have the opportunity to launch the state’s first-ever track-and-trace program. Our team at Metrc looks forward to working alongside the Cabinet for Health and Family Services to build a regulatory framework that will create a marketplace with the strongest foundation, where patients are guaranteed safe consumption and licensees are provided an environment to thrive.” — Metrc CEO Michael Johnson, in a statement

The contract between Kentucky and Metrc will be the cannabis compliance company’s 25th government contract, the company said.

Arkansas AG Approves Medical Cannabis Ballot Initiative After Revisions

Arkansas Attorney General Tim Griffin (R) on Tuesday approved a ballot initiative seeking to improve medical cannabis access in the state, the Arkansas Advocate reports. The initiative would also set up a trigger law that would legalize adult-use cannabis if cannabis possession were to be decriminalized at the federal level.

The attorney general had previously rejected the ballot initiative proposal after noting issues with its formatting and ambiguity, but advocates were given time to rework the initiative and resubmit it for consideration for the 2024 ballot. Ultimately, only minor changes in wording were made, the report said.

In the weeds: Ohio’s top cannabis regulator anticipates there could be up to 250 to 300 marijuana dispensaries selling product for adult-use by September 2026. Laura Hancock reports that James Canepa, superintendent of the Ohio Division of Cannabis Control, based his estimate on language the law voters approved in November to legalize recreational marijuana for those 21 and older. Existing medical dispensaries and cultivators likely would be the first sell recreational marijuana, with another 50 licenses for new dispensaries in the offing as well.

How are things going at Oneonta dispensary DOSHA Farms? – newyorkupstate.com

DOSHA Farms missed a monthslong court injunction by the skin of its teeth.

The Oneonta-based dispensary received its final approvals to open the store about a week before a state Supreme Court judge enjoined the Office of Cannabis Management from greenlighting more shops – a move that prevented hundreds of retailers from opening for nearly four months.

Since DOSHA Farms opened, the store has been doing better business than initially expected, owner Korey Rowe told NY Cannabis Insider, and is serving up to 400 people per day.

In a Q&A with NY Cannabis Insider, Rowe answered questions about what customers are buying, how business has been in the first six months and the store’s long-term plans.

When did you officially open?

We opened Aug. 12th, 2023. A week before the injunction. Phew.

About how many customers are you seeing on weekdays and weekends?

We are a small shop in a small town and our numbers reflect that. On average we see between 250-400 people on a weekend/holiday. The average cart size is around $102.

How does that compare to your projections before opening?

Way higher. I was not expecting the foot traffic we have on a day-to-day basis. It’s astonishing.

Dispensary installs self-serve cannabis kiosks – Retail Customer Experience

Visitors to Ethereal Gold Dispensary in Waukesha, Wisconsin, can use an automated self-serve kiosk to buy cannabis and mushroom products that are legal in Wisconsin, according to a shepherdexpress.com report.

A kiosk is available 24/7 in the vestibule of the dispensary. A second kiosk is available at Brookfield Square in Brookfield while a third is at Salty Toad bar and restaurant in Waukesha.

A fourth machine will be installed in a yet-to-be-determined location in the dispensary.

The machines feature an age verification system and are monitored by surveillance cameras.

Customers tap the screen to scroll through 30-plus smokables, edibles, flowers and tinctures.

When the customer chooses an item, the machine displays a QR code. The customer then uses their camera app to scan the QR code to open an app that asks them to scan their ID. The app also takes a selfie to make sure the ID matches the person.

Once the age is verified, the user can pay via credit card and the item dispenses from a chute at the bottom of the machine.
