Editor’s note: Since the publishing of this article, Cookies Ontario owner Steven Meland provided an update to the Argus Observer that he now has the county permit in hand needed for the concert on Saturday. Additionally, he has been issued licenses from the city of Ontario and OLCC to open the dispensary, as planned, on Saturday for the grand opening event, including a free community concert.

ONTARIO — Regardless of whether the Oregon Liquor Control Commission issues the newest recreational marijuana dispensary in Ontario a permit by Friday, owners are planning a grand opening party, which includes a free community concert with American rappers Berner and Juicy J. The catch: a county permit that will allow a mass gathering of up to about 3,000 people has not yet been issued to applicant Steven Meland. It will only be issued at 2 p.m. today if myriad details are in place by that deadline.
