Greenleaf Compassion Center in Montclair was the first medicinal marijuana shop to open in New Jersey a decade ago, but it won’t be among the first wave of retailers to serve the 21-and-older recreational cannabis market.

Montclair Councilor-at-Large Peter Yacobellis told New Jersey Cannabis Insider last week the council is not prepared to pass a resolution the state requires that would allow adult-use sales to begin because doing so would “bypass” the ordinance it approved last summer outlining local requirements for future cannabis businesses.

The ordinance was “very prescriptive” — specifying acceptable locations by street and business zones, among other details, Yacobellis said. The ordinance allows for seven cannabis businesses, including two retail locations, he said.
