Among the last things now-former Crystal River City Manager Doug Baber wanted accomplished was to halt the spread of medical marijuana dispensaries within the city. This was an issue he raised at the first December 2023 regular meeting of the City Council. As he told the council, one of his first impressions coming to Crystal River when he was a candidate was the dispensaries.

He expressed concern that if the dispensaries weren’t controlled how it would reflect on the city. Would Crystal River become known more for medical marijuana dispensaries than for it springs and manatees? He was able to convince the council to implement a six-month moratorium for further study, which took effect Dec. 11, 2023.
