CAMDEN, N.J. (CBS) — In 1937, nearly 90 years ago, the federal government outlawed marijuana, also known as cannabis.

Camden Apothecary, a recently opened dispensary, is the only place selling cannabis now that could’ve sold you some before prohibition, too.

“We’re the only facility that was dispensing cannabis prior to its prohibition in 1937, and here we are again doing it in God, 2024,” pharmacist Anthony Minniti said.

The dispensary selling to recreational and medical customers is inside Bell Rexall Pharmacy at Haddon and Kaighn Avenue in Camden.

Inside the business, there are old bottles on the walls showing how the pharmacy has evolved over the past century.

The previous two families who owned the pharmacy didn’t get rid of much, and as he was going through the items in the building after taking over, Minniti found a label from the 30s for a cannabis tincture, also known as an extract.

Florida State Representative Ralph Massullo has introduced a bill proposing limitations on the potency of cannabis in the event that adult-use marijuana is legalized in the state later this year. The proposed legislation seeks to set a maximum THC content of 10% for cannabis products intended for smoking and 60% for concentrates. Additionally, marijuana edibles would be subject to a cap of 200 milligrams of THC per package and 10 milligrams per serving.

The text of the bill reads:

Marijuana for personal use may not have a tetrahydrocannabinol potency, by weight or volume, of greater than 10 percent for marijuana in a form for smoking or greater than 60 percent in the final product for all other forms of marijuana, excluding edibles. Edibles for personal use may not contain more than 200 milligrams of tetrahydrocannabinol and a single serving portion of an edible may not exceed 10 milligrams of tetrahydrocannabinol.

Considering that most cannabis for sale in other adult-use markets is over 15% THC and that the rule would apply only to adult-use cannabis, not the current medical cannabis market in Florida, the bill would inherently give medical cannabis brands a significant advantage. A perceived loophole in Minnesota’s new adult use cannabis law is set to be addressed in a summit later this week, according to a report from news outlet MinnPost. The meeting, convened by the state Office of Cannabis Management and the Department of Health, will bring together law enforcement and local government associations to discuss the unregulated sale of products portrayed as hemp that may contain high THC levels.

The ambiguity arises from the law’s description of regulated products, which includes hemp-derived edibles and beverages but omits raw hemp flower. Consequently, the Office of Medical Cannabis, currently overseeing the regulation until the permanent Office of Cannabis Management is established in 2025, lacks jurisdiction over raw hemp flower. This gap has allowed some hemp retailers and smoke shops to sell raw flower potentially high in THC without regulatory oversight or testing.

State law explicitly states that illegal cannabis sales are a criminal matter, with enforcement responsibility falling to local law enforcement. Assembly Republicans announced a limited proposal Monday to make medical marijuana available for Wisconsinites with certain medical conditions and received mixed reactions from lawmakers and Gov. Tony Evers. 

At a press conference in the state Capitol, Rep. Jon Plumer (R-Lodi) called the bill a “really strong starting point.”  Under the plan, five state-run dispensaries would be established where eligible patients could access certain “medical cannabis products” including oils, edibles, pills, gels and vapors. The bill excludes cannabis that can be smoked. 

“We want to make this available to people, but we want to have tight controls on it as well,” Plumer said.  

The bill would create the Office of Medical Cannabis Regulation in the state Department of Health Services, which would be required to maintain a registry of patients and caregivers who could purchase medical cannabis products from one of the state-run dispensaries.

Access would be limited to patients with certain medical conditions including cancer, epilepsy, HIV or AIDS, glaucoma, post-traumatic stress disorder, severe chronic pain, severe muscle spasms, severe chronic nausea, multiple sclerosis, inflammatory bowel disease and terminal illness with a life expectancy of less than one year.

MECOSTA COUNTY — The newest marijuana dispensary to join the Barryton community is the M66 Cannabis Company.

M66 Cannabis Co. hosted its grand opening Dec. 29 at its new building, 3023 20 Mile Road in Barryton, which was converted from an abandoned car wash.

Owner Grant Nouman said the project has been a culmination of work put in to bring a dispensary to the area since before 2019.

“We were able to secure land use permits for cultivation and provisioning,” Nouman said. “Our company actually started with cultivation in town. We abandoned that because we started right before the pandemic in 2019. Once the pandemic hit, everything quadrupled and made it very difficult to stay on budget for the cultivation side of things.

“There were some market fluctuations in the cannabis market in Michigan,” he said. “We decided to transition to our retail store, which means that we already had a controlling interest in the land. We’ve transitioned into that project, and still had to deal with a lot of stuff that I mentioned before about the pandemic but the village was very supportive.”

Back in March of 2021, then-New York Governor Andrew Cuomo signed legislation into law that effectively legalized marijuana in the state. It was a long time coming: lawmakers had been trying to pass the guidelines since back in 2018 but conversations would stall on the topic of tax revenue from sales. Finally, in 2021, the stage budget proposal included the Cannabis Regulation and Taxation Act (more on that later).

Fast-forward nearly two years and the legalization of recreational cannabis began to actually take effect and all previous marijuana-related criminal records in the state of New York were given the current legality of the substance.

New York State legalized the sale of cannabis for adult recreational use in 2022. That year, thousands of New Yorkers applied for their Conditional Adult-Use Retail Dispensary (CUARD) license and 43 of them went on to open licensed dispensaries, including 16 of them right here in New York City in 2023.
