1. Director of Fargo-based export center filed a whistleblower complaint. Now she’s fighting to save her job

The director of the Rural Export Center in Fargo, an agency of the U.S. Department of Commerce, could lose her job for disciplinary action she says is retaliation for her whistleblower complaint to prevent the improper use of federal dollars.

Heather Ranck was told in late June 2023 that she was being placed on a 30-day paid administrative leave pending the outcome of an investigation.

That initial leave was renewed several times and, as of the time this story was published, Ranck remained on administrative leave.

Ranck says she was in the dark about what her leave involved until early October 2023, when she received a “notice of proposed removal,” along with accompanying materials.

That same month, Ranck’s attorney, Joe Pekich, sent federal officials a written response refuting allegations made against Ranck by the Commerce Department’s International Trade Administration, which oversees the U.S. Commercial Service, the federal agency for which Rank directly works.

Old Town Goleta’s most prominent corner is home to a new cannabis dispensary.

Megan’s Organic Market has replaced the decades-long fortune-telling business at Fairview and Hollister avenues. It’s the fifth dispensary in Goleta.

“It’s a college town, it’s a coastal town; our brand seems to do very well on the Central Coast,” said owner Megan Souza, who grew up in Pismo Beach.

Souza and husband Eric Powers started in the pot business through cultivation in 2010. In 2013, she started a retail delivery service that served San Luis Obispo County and northern Santa Barbara County.

They opened their first storefront in San Luis Obispo in 2020. The Goleta store is the company’s fifth.

Souza said she designed the dispensary so customers would feel like they were shopping at a market. The products are not behind glass or counters.

Powers is a farmer, and the couple said they are “passionate about food and cannabis.”

The store features a variety of products, including gummies, flower and rechargeable vapes.

Two members of the Goleta City Council attended an event at the dispensary on Thursday. Councilman James Kyriaco urged the dispensary to “treat Goleta well.”

Cannabis Management Projects Nearly 400 Dispensaries Will Be Needed in MN – KVRR

ST. PAUL (KVRR/KFGO) — The Office of Cannabis Management indicates that Minnesota will need at least 381 cannabis dispensaries to meet guidelines approved under state law.

That is the agency regulating marijuana policy in Minnesota.

It is the first estimate of how many dispensaries could eventually be licensed in the state.

Officials say the state legislature could decide to increase that number if demand supports it.

The OCM is working on the rules and regulations for retail cannabis operations which are expected to open in 2025.

Legal marijuana sales have already started on a number of reservations in the state.

Cannabis dispensaries want to sell you more than just weed – Spectrum News 1

LOS ANGELES — A cannabis dispensary in Westwood has big plans to one day offer cannabis, coffee, food and live music all in one place. Dani Shaker, managing partner of Goat Global Enterprises, says current cannabis-licensing regulations from the state and the city of Los Angeles prevent the company from doing just that, as a singular business. So, Goat Global Enterprises is moving forward with a new business: a coffee shop next door to the dispensary.

A new bill could open up more opportunities for the industry. Assembly Bill 1775, introduced by Assemblymember Matt Haney, would allow cities to decide if licensed dispensaries could expand offerings to include live music, ticket sales, coffee and more. Gov. Gavin Newsom vetoed a similar bill last year for going against the state’s smoke-free workplace protections, despite the bill receiving bipartisan support in the California Legislature.

In a press release, Haney said he will be working with the governor’s office and the Department of Cannabis Control to ensure the new bill allows for cannabis cafes and protects workers’ health.

While some 12,580 legal weed shops have sprouted across 42 U.S. states, a surprising truth lurks beneath this surface of retail green: the illicit cannabis market continues to reign supreme.

Despite the artfully displayed products and helpful budtenders at the cool legal dispensaries, it seems a large majority of Americans are still turning to their OG weed sellers.

Why is that? For starters, it boils down to a simple equation: price + convenience. The former is usually way lower and the latter, more often than not, involves that OG friend coming right to your front door.

A new report from New Frontier Data paints a stark picture. In 2022, illicit cannabis sales raked in a staggering $74 billion compared to the $28 billion that went to legal shops.

Even with over half of Americans now having legal access to medical or adult-use cannabis following Ohio’s November legalization, the black market is projected to rule until at least 2030.

“Meanwhile, the legal cannabis market is embroiled in competition amongst itself to serve the pool of consumers who already rely on regulated channels,” according to the report.

But it’s not a lost cause. Legal shops can bridge the gap, if they play their cards right.

Lake Placid creates legal pathway for cannabis dispensaries – North Country Public Radio

Tuesday night, the Lake Placid village board unanimously approved a suite of amendments to its land use code.

They include new guidelines for opening cannabis dispensary and tobacco shops, and create a standardized, more straightforward pathway for applicants hoping to open a dispensary, similar to how one would apply to open a new motel or church.

There are currently 48 licensed cannabis dispensaries in state. There is just one in the Tri-Lakes area, Elevate ADK. 

The Lake Placid town board says it will adopt the same guidelines that the village board just passed.
