California Allows Cannabis Cultivators to Reduce License Sizes

The California Department of Cannabis Control (DCC) just published some new guidelines for cannabis cultivators following the passage of SB-833. Among other things, California will let cannabis cultivators reduce their canopy size and thereby reduce license costs. This will be a huge benefit. I write a lot about the woes that California’s cannabis industry faces – often due to overly burdensome regulation – but in this case, I think the DCC’s guidelines will have a positive impact on certain cannabis cultivators in the Golden State.

California has about a zillion different types of licenses for cannabis cultivators. They are based on size (specialty cottage, specialty, small, medium, and the relatively new large) and type (indoor, outdoor, or mixed-light). And there are separate licenses for nurseries and processors (you might think processing is manufacturing, because that would make sense, but you’d be wrong!).

Having more than a dozen different types of licenses guaranteed problems. One of those problems is that the state did not create a mechanism to easily change between license size. Search for suspect in Lincoln dispensary armed robbery continues – PelhamToday.ca

Niagara Regional Police Service 8 District (Lincoln/Grimsby/West Lincoln) detectives continue to investigate this armed robbery that occurred March 11, 2024, in Lincoln.

At 9:06 p.m. on March 11, 2024, uniform officers from the 8th District office of the NRPS responded to an incident at the Hey Bud Cannabis Dispensary on 5001 Greenlane in Lincoln (Beamsville). Upon investigation, it was determined that around 9 p.m., a lone male suspect, armed with a firearm, robbed an employee at the establishment. Fortunately, the employee did not sustain any injuries. The suspect ran from the scene with an undisclosed sum of currency and cannabis.

Detectives are appealing to the public that anyone (residents or businesses) in the area (particularly – Greenlane Road East or West near Ontario Street or the Sobeys parking lot exiting onto Greenlane) with closed circuit security cameras, doorbell video cameras, or dash cameras are asked to review their footage for the suspect (see photos) or suspicious activity for the period between 8 p.m. and 10 p.m. on March 11, 2024.

Growing teen THC use could further complicate cannabis policy – Roll Call

Adolescents are using an often unregulated, psychoactive derivative of cannabis, according to national data released Wednesday, as the Biden administration deliberates expanding access to marijuana at the federal level. 

About 11 percent of 12th graders in the U.S. reported using Delta-8-THC in the past year, according to a new analysis supported by the National Institute on Drug Abuse, part of the National Institutes of Health. That number is still below the 30 percent of 12th graders who reported using marijuana, however.

Delta-8 is derived from the Cannabis sativa plant — varieties of which include hemp and marijuana. The substance is marketed as less potent than Delta-9, the compound responsible for the psychoactive effects of marijuana, but is often synthesized and concentrated at higher levels than what naturally occurs in the plant. 

“We don’t know enough about these drugs, but we see that they are already extremely accessible to teens,” said NIDA Director Nora Volkow. “Cannabis use in general has been associated with negative impacts on the adolescent brain, so we must pay attention to the kinds of cannabis products teens are using.”

The data could complicate hemp regulation at the state level, as some states move to rein in THC use.

Arizona AG Says Hemp-Synthesized Intoxicants Can’t Be Sold at Non-Dispensaries – High Times

Arizona Attorney General Kris Mayes recently issued a formal legal opinion on March 11, which addressed a question sent by Sen. Steve Montenegro and Sen. T.J. Shope, which inquired if selling delta-8 THC products (which also covers delta-10 products and any other “hemp-synthesized intoxicants”) at smoke shops or convenience stores violates state law.

Mayes’ summary answer immediately responds to the presented question. “No, Arizona law does not permit the sale of delta-8 and other hemp-synthesized intoxicants by entities that have not been licensed by Health Services,” Mayes wrote. “Irrespective of delta-8’s arguable federal legality under the 2018 Agriculture Improvement Act (“Farm Bill”), Arizona continues to define and regulate “industrial hemp” in a manner that precludes the sale of hemp-synthesized intoxicants in convenience stores, smoke shops, and other unlicensed locales.”

The opinion sets up an analysis supported with background history of cannabis in Arizona, starting with medical cannabis legalization in 2010, the effects of the 2018 Farm Bill, the state’s legalization of industrial hemp for some purposes (also in 2018), and the following surge in delta-8 THC products.

Good Day Farm acquires, demolishes Riverdale building – Arkansas Times

Griffin CoopDEMOLITION, MAN: Good Day Farm was in the process of demolishing the Raney Building last week.

Good Day Farm has acquired and begun demolition of the building state regulators previously approved as the new site of its dispensary on Cantrell Road. 

Arkansas Business reported this week that GW1234 Investments LLC purchased the building at 3600 Cantrell Road, known as the Raney Building. The publication described the limited liability company as an affiliate of Good Day Farm and said the company had acquired the building for $2.87 million. The project is being financed with a $4.8 million loan from Farmers Bank and Trust of Magnolia, according to Arkansas Business.

Good Day Farm did not provide the Arkansas Times with additional information on the plans for the site upon request. 

In September, the state Medical Marijuana Commission approved Wallis Blair Allen Jr.’s purchase of the nearby Native Green Little Rock dispensary at 3720 Cantrell Road. The dispensary informed the commission in October that it would be changing its name to Good Day Farm Cantrell. In December, the commission approved the dispensary’s request to move to 3600 Cantrell Road.
